Handicap

First made available in 1973, holders of this plate were authorized to park not only in handicapped-designated spaces, but also for unlimited periods in parking zones otherwise restricted as to the length of time parking was normally permitted.  They were additionally exempted from paying parking meter fees. However, the vehicle was still prohibited from being parked in any No Parking zone, including those in which parking was prohibited during certain hours of the day. Now this is officially called a “Mobility Limitation” plate.

Motorcycle Handicap

Many types of handicaps would make it difficult, if not impossible to operate a motorcycle. Nonetheless, there is a motorcycle version of the Handicap license plate for those who qualify, though it is rarely seen. Only an approximate estimate can be made because of the way license plates are distributed to the MVD field offices, but we can surmise from the serial numbers of the two plates illustrated below that only five or six hundred such plates had been issued in the 25-year span from 1996 and 2021. Please see also the Handicap Parking Permit page for a type of placard that many people mistakenly assume is a handicap plate for motorcycles.
