| During the 1970s special plates were authorized for “members of the consular or diplomatic corps of a foreign country who are certified by the United States Department of State.” They are known to exist only for a few years, and for only a few countries, including France, Germany, Italy, Mexico, Nicaragua, Norway and Spain. |
